Raphael Martin Magno

Executive Director, Angat Pinas, Inc.

Raffy Magno is currently the Executive Director of Angat Pinas, Inc. — also known as Angat Buhay — where he manages its various developmental programs on education, health, disaster response, and community engagement, among others.

Before this, he spent a decade working in government. He served as the Chief of the Area and Constituency Concerns Division (ACCD), the frontline office that manages the first iteration of Angat Buhay, the flagship anti-poverty program of the Office of the Vice President of the Philippines (OVP) under the leadership of former Vice President Maria Leonor Gerona Robredo. Raffy was also an Executive Assistant in the Department of Education under the Office of the Undersecretary for Governance and Operations and a Senior Program Manager in the Department of Budget and Management.

Raffy’s public service career also extends beyond government. He is a young social entrepreneur, political leader, and community development worker. He co-founded Gugu Backpacks, a social enterprise that supports a community of weavers at the foot of Mt. Mayon in Albay. He is also the former National Vice Chairperson of Akbayan Youth, a democratic socialist youth formation in the Philippines.

He was a Professional Fellow at the United States House of Representatives Committee on Oversight and Government Reforms in Washington DC under the Young Southeast Asian Leaders Initiative – Professional Fellows Program implemented by the US State Department.

In June 2023, Raffy was recognized by Tatler Asia as one of the esteemed 2023 Gen.T Young Leaders of Tomorrow, an award that acknowledges individuals who are innovatively driving Asia’s advancement toward a promising future.

Through Angat Buhay, he is able to continue his work as a public servant in empowering citizens, guided by the skills he developed in the fields of project management, governance and operations, workforce transformation, learning and development, and organizational development.
